Laws
A law starts as a small idea. Several people think of it and call their local congress man. He calls and tells the congress. If they vote for the bill to be a law, it goes to the House of Representatives. Even if the whole place says yes, the president can still say no. That is called a veto. If the president says yes, he signs, and it becomes a law.
