The Virginia Plan
The United States needed a government so they held a meeting in Philadelphia. Then the governor of Virginia, Edmund Randolph, made a presentation of the Virginia Plan. It was really James Madison who made the Virginia Plan though. The Virginia Plan said that the government should be divided into three groups. The Legislative Branch which would enact the laws, the Executive Branch which would make sure the laws were carried out, and the Judicial Branch which would make sure that justice was done under the law. Then the delegates went a step further by making a constitution for a new kind of government. They debated about some issues. One issue they debated about was how to make sure the larger states didn't have more power than the smaller states. Another issue was how to divide the power in the central government and the states. Finally, the last issue was if the executive should be a group or a single person. There were arguments of how it should work but they decided by compliments on ideas.
