Before the Constitution there was another set of  rules, The Articles of Confederation.  There were three things wrong with them. One of the things was that Congress had no power. Another thing wrong was that  there was no court. The third and final thing was that there was no ruler over the new nation. That was what wrong with The Articles of Confederation
