Yes, Charles did shoot the witch. For example Page 251 "She's shot, At last Mr. Halloway came to stand by the illustrated man, looking down."

No he didnt really shoot the witch. It was an act. The gun had a wax bullet in it so when he shot it dissolved in mid air.

Yes Mr. Halloway really killed the witch. The only reason the witch died was because he shot her.
