Jim and Will found Miss Foley crying under the tree. In the text it says they couldn't identify who she was. They couldn't identify her because she had road the carousle which made her younger. She was crying because she didn't want to be little anymore.

Hey, Katie!
Will and Jim find a little girl under the tree whom they can't identify. They look at her eyes and hear her cries and realize it's Miss Foley. They even went to her house to see if she was home to make sure it was her! They opened her door. "Miss Foley?' Jim called, softly" When no response came, Will "We know where she is." Miss Foley was crying because she had longed for youth for so long and when she finally got it from the carousel, she realized how evil it was and how she wanted it no longer.
